Three of the fiveoffices report to the Associate Dean for Research Administrationand the remaining two offices report to the Director. The Directorcollaborates with the five offices to bring together operationalworkflows, strategic planning, policy development, financialmanagement systems, and reporting on clinical research revenuecycle activities. The Director is responsible for the expandedimplementation of Clinical Research Revenue Cycle support acrossJohns Hopkins University School of Medicine and Johns HopkinsHealth System.Provide direct oversight of the Office of ClinicalResearch Billing Compliance and related research billing complianceoperations. Lead CRBC staff supporting daily review, investigationand release activity for research patient billing. Ensurecomprehensive and effective implementation and use of the EpicEnterprise Electronic Medical Record and Billing applicationsacross Johns Hopkins Medicine. Develop productivity benchmarks forresearch billing compliance staff. Implement performanceimprovement strategies to ensure performance metrics foraccountability are consistently met.Support the Sr Director in the strategic planningand development of a highly functional, effective, and efficientinfrastructure for clinical research revenue cycle and billingcompliance. Continuously seek to enhance the processes, trainingand information systems essential to the success of the CRRC andCRBC. Identify areas where financial and operational policies areneeded and guides their development, approval andimplementation.Work collaboratively and proactively with clinicaldepartments to ensure there is appropriate structure and supportfor the clinical research revenue cycle.Specific Duties &ResponsibilitiesManagement and OperationsWorks with the five areas to devise policiesand practices that optimize workflows among the groups. Assists theabove offices with processes improvement efforts supportingclinical research staff and resolving issues that impedeproductivity or compliance. In consultationwith the Sr Director, develop the framework for how ClinicalResearch Billing Compliance will implement its oversight andmonitoring functions that safeguard the reputation of and clinicalresearch billing compliance for JHU SOM andJHHS.Responsible fororganizing and managing the daily operations of CRBC includingworkflow, staffing, data management and reporting. With theAssociate Director of CRBC, develop systems and processes toorganize daily review, investigation and release of researchpatient billing.Oversees thedevelopment of internal policies, protocols and processes to assureaccurate and consistent performance of all work withinCRBC.Serves as the project manager for developmentof new processes, workflows and information technology systems toimprove clinical research revenue cycle operations. Continuallyworks with group leaders to automate as much of the process aspossible.Provides guidance to clinical departments toensure they possess proper infrastructure to interact effectivelywith clinical research revenue cycle operations and financialmanagement. Responsible for theplanning, project management and expansion of the operations to newhospital and practice acquisitions. Works with leaders to determinethe most effective site for the performance of Clinical ResearchRevenue Cycle Processes. Serves as the keyresource with regard to the clinical research revenue cycleresource for senior leadership, clinical administrators, directorsof finance, etc.In conjunction withthe leaders in the five groups, creates and recommends policies andprocedures for the clinical research revenue cycle to the SeniorDirector and/or the Executive Steering Committee forapproval.Works closely with the clinical research teamsto promote the use of the Clinical Research Management System asthe primary tool for managing the participant data for clinicaltrials. Ensures the contentof the Clinical Research Revenue Cycle web-based training is keptup-to-date.Coordinates the monthly required training fornewly hired clinical research staff.Recommends and develops, with input of thedirectors of the offices that comprise CRRC, training programs andprocedures to ensure clinical research staff is prepared to performand adhere to the tasks required to ensure accurate clinicalresearch billing.ReportingOversees the collection of data for measuringcompliance with the key controls required for accurate clinicalresearch billing. Develops monitoringreports to assure efficient performance across the multipleoperations that comprise CRRC and that productivity targets aremet.Analyzes data andrecommends appropriate action to address issues to the ExecutiveDirector.
